KUPWARA, MAY 18: In order to review the progress, implementation and extension of benefits of various Government schemes under Social Welfare and ICDS , the Deputy Commissioner (DC), Kupwara, Dr. Doifode Sagar Dattatray, Thursday chaired a meeting of Officers of both the departments at Mini-Meeting hall of DC office Complex Kupwara.
The Deputy Commissioner held a threadbare deliberation on implementation of beneficiary-oriented schemes and took a comprehensive review of schemes including POSHAN, functioning of Anganwadi centres,RBSKY, National Social Assistance Programme (NSAP), Integrated Social Security Scheme (ISSS) & State Marriage Assistance Scheme (SMAS), providing Nutrition among Anganwari beneficiaries, Bal Ashram & Nari Niketan.
At the outset, a detailed Powerpoint presentation was given by the ICDS department and the Deputy Commissioner was apprised about the functioning of the Department and targets achieved so far.
It was informed that the district is covered under ICDS umbrella having 11 Poshan projects, 2320 AWCs catering child population of (6 month to 6 year age), 206 AWCs functioning in government buildings , 2114 AWCs functioning in private rented accommodations.
It was told in the review meeting that ICDS implements some flagship progrmes like PMMVY,POSHAN Abhyan, Adhar enrolment, and protection of women and child from violence.
It was informed in the meeting that child population in the district ( 0 to 06 year) is 120798, 67297 Child beneficiaries registered on Poshan tracker and 74750 total beneficiaries who are enrolled in POSHAN tracker application besides 26 domestic violence cases were referred by (181) women Help Line.
Deputy Commissioner reviewed staff strength and number of anganwadi centres in rented accommodations in the district.
It was informed in the meeting that 13 Anganwadi buildings were lying with the mates,contractors who have not handed over the buildings yet to ICDS.
DC asked CDPOs and concerned BDOs to get the anganwadi buildings from the concerned mates within two days positively and make the AWCs functional in
It was apprised that 19 Anganwadi centres have been shifted in vacant government school buildings and are fully functional which were identified by the education department and handed over to ICDS.
DC reviewed the percentage of children attending the AWCs in each project DC asked CDPOs to reach out to the concerned parents and make the AWCs more attractive so that the presence of children in AWCs is enhanced.
DC sought feedback from CDPOs to make the AWCs more attractive, colorful and more presentable.
DC asked CDPOs to make AWCs presentable and attractive by doing white wash, wall paintings, proper display of tools, charts, and display of proper citizen information boards.
DC directed CDPOs to ensure the health check of every enrolled child and beneficiary is done under RBSK and make sure the proper documentation is done at AWC under RBSK (Rashtriya Bal Swasthya Karyakram. Case files of children are kept at AWCs as important and mandatory records.
“In every AWC there should be helath check-up file of every child and it should be ensured that every child is scanned properly by RBSK teams”DC said.
DC asked the concerned officers to involve the parents in different Poshan schemes and ensure their out-reach in aproper manner.
DC directer that a joint meeting of BMOs and CDPOs shall be held to know the status, out- come and follow up of RBSK of children.
DC directed AWWs to make a separate profile of enrolled children and evaluate the behavior and performance on the basis of morphological changes in a well devised performa.
While complimenting the Social welfare, ICDS staff and Field functionaries, DC said , “Both the departments are doing good but more reformations, seriousness and inclusiveness at ground level is needed so that we can reach out to the deserved ”
DC directed the concerned officers for do proper evaluation and qualitative assessment of rented AWCs on the basis of physical and infrastructural parameters.
DC directed concerned CDPOs to use Google Read Along app in each AWCs.
District Social Welfare Officer gave a detailed Powerpoint presentation and apprised the DC about the functioning of the Social Welfare Department and targets achieved so far. He informed that 73 wheeler motorized Tricycles ,191 hearing aids,119 crutches,199 wheelchairs,32 smart tablets, and 10 smart phones were distributed among specially-abled persons during 2022-23.
The DC said this is a collective responsibility of all of us to make sure that no eligible beneficiary is left behind. He stressed upon the Officers to take comprehensive measures to reach out to all eligible beneficiaries, besides making the Welfare schemes easily accessible to the people so that maximum beneficiaries of the district can reap the benefits
Deputy Commisioner directed CDPOs to track the domestic violence cases in Kupwara district“Since CDPOs are protection officers, get the domestic violence cases identified through AWWs so that One Stop Centre Kupwara can provide necessary assistance to them”.
DC Kupwara asked concerned officers to get the actual figure of stunted children and transgender in the district so that a proper database is prepared and they are reached out well in time.
