MACHILL, JULY 5: District Development Commissioner (DDC) Kupwara, Khalid Jahangir today visited border areas of Machill block including Duban, Chontiwari and Dudi situated near LoC and took stock of various ongoing developmental works and resolved public issues.
On arrival, the DDC convened a joint meeting of officers and PRIs at Mini Secretariat Machill to review the issues pertaining to Roads, Power, Water and other essential services.
BDC Chairperson Machill, SE PHE, CEO, CAHO, DFO Kamraj, Executive Engineers of R&B, PMGSY, PHE and PDD, Other District and Block Level officers, besides, PRIs and a large number of people participated in the meeting.
The District Development Commissioner, directed all the officers/ officials functioning in Machil Block to work with zeal and dedication to provide requisite services as well as give impetus to developmental activities in the hard to reach area of district Kupwara. He called upon them to utilize limited working season in the best possible manner, so that some change to lives of people living in the far flung area is ensured. During the meeting the DDC impressed upon the officers to lay special emphasis on income generation and skill development in the area, so that youth of the area can be engaged in self employment activities for living a dignified life.
Regarding water harvesting, the DDC directed the BDO to speed up the process of estimation and ensure completion of the works within the given time frame adding that conservation of waterbodies is the national priority which needs special attention. The DDC was informed that certain eligible PMAY beneficiaries have not been geo-tagged for which BDO was directed to send a detailed report through ACD Kupwara. The issue of pending payments under material component was also raised by the PRIs.
Regarding road connectivity, the DDC directed OC BEACON to prioritize the macadamization work of all roads under their jurisdiction in the Machill area and undertake repairs of BT on damaged stretches from Khumriyal to Machill on urgent basis.
He also directed Executive Engineer R&B to take up execution of Poshwari Road under NABARD and ensure last mile connectivity to all habitations in the hilly terrain. He was also directed to prepare DPRs for upgradation of existing roads for providing dependable connectivity to people living in remote areas on LoC.
Regarding water supply, the DDC was informed that a project of Rs.96 lakh have already been taken up under Jal Jeevan Mission to cover all 4120 households of the Machill block. Further, pipes are being installed on remaining 7 kilometers to connect the area with piped drinking water supply. The DDC directed to speed up the pace of work and ensure completion of the project by August this year.
The DDC further directed the concerned officers to frame the Panchayat Samiti in every panchayat for maintenance and upkeep of the water supply post installation work in the area. He directed them for proper sensitization of the PRIs regarding the same.
The issue of pending installation of solar lights was raised for which, the DDC directed the concerned officers to ensure installation of solar lights in all panchayats within the current year.
The DDC also directed CAHO to depute a team alongwith Vetinary specialist for vaccination and dosing of the cattle under AI Programme in Machil block in a mission mode.
Referring to employment avenues in dairy sector, the DDC said that Bulk Milk coolers can be established by the local unemployed youth jointly for storing and marketing of the milk. He said fodder cultivation is also a lucrative opportunity to be harnessed by the youth for income generation.
Reviewing vegetable production, the DDC directed the Agriculture Department for distribution of 4 to 5 polyhouses in each village to increase the vegetable production in the area which will cater the local requirements. He also directed CAO to provide 20 brush cutters to Machill, Poshwari and Chontiwari villages which will facilitate the farmers.
He emphasized the need for developing walnut and other climate friendly fruit nurseries in the area for which he directed the Horticulture department for handholding of the prospective farmers.
Regarding Vermi Compost unit, the DDC directed the concerned department to submit estimates within 5 days for development of Vermi Compost units in Machill, Poshwari and Chontiwari panchayats under MGNREGA and SBM schemes.
The DDC said that the Machill area has a good scope for Sheep production for which he directed the concerned officer to ensure establishment of 100 sheep units under PMEGP within the current year.
Regarding CSC, the DDC was informed that work is in progress to cover up all 13989 eligible beneficiaries under Golden Cards in the area. He directed the Tehsildar, BDO and BMO to mobilize the pending target population for their cent percent coverage in next one month.
The DDC also reviewed Food supply, Power, Irrigation, Tourism and other services and resolved various issues on spot.
Later, the DDC took a detailed tour of various villages of Machill including Dudi, Chontiwari and Duban and took stock of various ongoing developmental activities.
During the tour, the DDC inspected PHC Machill and took stock of the facilities available at the Health Centre. He directed the CMO to equip the ZMO with necessary medical equipment and establish Jan Aushidi Kender in the health centre. He also directed for construction of Ramp at the Health Centre.
The DDC heard various public delegations during the visit and resolved many issues.
The local people complimented the Deputy Commissioner for visiting far flung area Machill and resolving their issues.
