Block Diwas held at Awoora-Kupwara, Handwara, Wavoora-Lolab

KUPWARA, JULY 13: The District Development Commissioner (DDC) Kupwara, Khalid Jahangir today said that the Administration is committed to work for overall welfare and development of the people of the district which include augmentation of roads, power, water supply, healthcare and education.
      The DDC said this while chairing a Mega Block Diwas event at Awoora Kupwara.
      ADDC Kupwara, Altaf Ahmad Khan; ACD, ACP, CMO; Executive Engineers of R&B, PDD, I&FC; DSHO, BDO, block officers, besides, PRIs and people in large number participated in the block diwas.
        The DDC stressed the need for strengthening the 3 tier Panchayati Raj System which offers holistic development for rural and far flung areas. He appealed all the stakeholders to put their efforts for strengthening the PRI system in the district to yield the better results at ground level. He said that the present Government has empowered PRIs with funds required for development of their areas. He added that there should be a close liaison between Administration and PRIs and stressed the need for bridging the gaps found if any.
The DDC stressed upon the district and sectoral officers to intensify monitoring of duty of sub-ordinate officials at their respective places of posting and ensure timely disposal of the public grievances.
While emphasizing the need for conservation of water, the DDC said that the water conservation receives now national priority under Amrit Sarovar programme and said that he has already directed the ACD and ACP for completion of the Amrit Sarovars in the district within the targeted timeline.
Reviewing the MGNREGA payment status, the BDO informed that 25% payment stands released to the beneficiaries and rest of the payment will get released soon. The DDC directed the BDO to ensure full payment within a week’s time and submit report to his office regarding the same. He directed also directed for timely submission of estimates of the works for execution.
On the demand of locals, the DDC directed the BDO to ensure 100 days work in Awoora-A and Madhama panchayats.
Reviewing the health sector, the DDC directed the CMO Kupwara to ensure proper functioning of all sub centres in the district so that the people living in far flung areas do not face any inconvenience.
Reviewing the status of Batergam-Awoora segregation feeder, the Executive Engineer PDD informed the DDC that 60% work has been done and the project will be completed by August this year which will benefit a large population of the area.
While taking review of Awoora-Manwan road, the DDC directed the concerned engineer to expedite the work on the road and ensure its completion within the stipulated time frame.
Regarding Centrally Sponsored Schemes (CSS), the DDC directed the PRIs to identify the pending persons in their areas for saturating them under various CSS including Golden Cards, Soil Health Card, Kissan Credit Card etc.
Referring to the cleanliness, the DDC stressed upon all stakeholders including PRIs to maintain utmost cleanliness and hygiene in the surroundings. He directed the ACP Kuwpara to initiate Swach Abiyan beginning from Awoora area regarding disposal of plastic and solid waste. He also directed him to distribute dustbins among the households and ensure timely establishment of Segregation unit in the area.
Later, the DDC inspected old Panchayat Ghar at Awoora which is in dilapidated condition. The DDC was informed by ACP that a proposal for construction of a new Panchayat Ghar have already been taken up under Rashtriya Gram Swaraj Abiyan through which 98 Panchayat Ghars will be constructed in the district.
Regarding employment generation, the DDC directed the DSHO to ensure establishment of 1000 sheep units in the district during the current year.
The DDC said various employment avenues are available to the unemployed educated youth for construction of Bulk Milk Coolers, Walnut processing and Sheep farming units.
Regarding anti encroachment drive, the DDC directed the concerned Revenue officer to take the PRIs on board and check encroachments on state land within 3 days.
The DDC directed the Agriculture department to hold a joint awareness camp of all allied departments in the area for awareness of the schemes to the people.
Block Diwas programmes were also held at Town Hall Handwara under the chairmanship of ADC Handwara, Nazir Ahmad Mir and at Wavoora Lolab under under the chairmanship of SDM Lolab, Aijaz Ahmad Bhat.
The PRIs and general public participated in the block diwas programmes and projected their developmental issues before the officers of the administration. The officers heard their issues patiently and various issues were resolved on the spot.
