Srinagar, June 11: J&K Peoples Movement (JKPM) has flayed the new recruitment rules notified for Class IV vacancies and claimed that this policy against the interests of the unemployed youth of Jammu and Kashmir.
In a press release JKPM Vice President Advocate Syed Iqbal Tahir said that the employment opportunities in Jammu and Kashmir are quite a few and scarce. “The new domicile rules and SRO-202, have suffocated the educated youth in J&K, ” he said.
This Iqbal said that in 2019, the then PDP-BJP Government formed a law commission under the chairmanship of Justice (retired) M K Hanjura to examine identity and obsolete laws in J&K and this law commission has already recommended a reduction in probation period from five to two years under SRO-202.
“The recommendation was in tune and in line with Office Memorandum of Department of Personnel and Training, Government of India. In that scenario, what was the urgency of notifying new recruitment rules when there was already a high powered expert committee in place to review the SRO 202,” Iqbal Tahir said in his statement.
Iqbal Tahir said that SRO 202 usurps the legitimate and constitutional employment rights of the educated unemployed youth. “SRO 202 prescribes that a person shall be on probation of five years, and during this period, the appointee shall be entitled to only the basic pay and not any of the allowances, ” he said and added “It is quite ironic SRO 202 conditions will also apply the appointment of Class IV employees. Class IV posts from the lowest rung in the hierarchy of government sector with the lowest pay ranges and usurping these tantamount to a denial of justice to youths.”
Iqbal Tahir stated that under new recruitment rules the local youth of districts with limited education facilities would be at loss in open competitions with the youth of educationally advanced districts. “Previously only the local youth were eligible for district cadre posts in their respective districts. With the advent of new domicile rules, now all including those from other parts of the country who qualify new domicile law would apply and compete with local youth with marginal marks,” Iqbal claimed in his statement.
Iqbal Tahir criticised the government for insisting the candidates to produce Domicile Certificates at the end of the recruitment process saying that existing PRCs must be accepted, otherwise, there will be a question mark in the minds of unemployed youth regarding government intentions.
Iqbal Tahir said that JKPM believes that recruitment rules for Class-IV jobs notified by the J&K government are completely “prejudicial in nature” and should be rolled back and modified in accordance with the standard rules governing the recruitment processes across the country.
