MLA Kupwara Questions CM Advisor’s Role, Writes to J&K Chief Secretary

Srinagar, July 19: Kupwara MLA and former Rajya Sabha MP, Mir Mohammad Fayaz, has written a formal letter to J&K Chief Secretary Atul Dulloo, raising constitutional concerns over alleged interference by an advisor to the Jammu and Kashmir Chief Minister in his constituency

In his letter dated July 19, 2025, Fayaz accused the advisor—who had contested and lost the recent elections—of acting beyond his constitutional mandate. He alleged the advisor has been holding meetings with officials, discussing development plans, and bypassing the elected MLA’s authority in Kupwara.

Calling it a violation of democratic norms, Fayaz wrote, “I am saddled with an ultra-constitutional authority who seems to have taken it upon himself to reject the electoral verdict of the people of Kupwara.”

He also emphasized that MLAs, elected by the public, are accountable to the people, not to advisors or unelected officials. He formally objected to the advisor’s presence in official meetings and demanded clarity on his constitutional role and limits.

Fayaz warned that if no clarification is provided, he will be “compelled to approach the courts” to safeguard the powers and dignity of elected MLAs.

“This fight is not about me. It is about the dignity of the institution of MLA,” he concluded.
